Electronic identification and signature in Sweden

The Government has commissioned Verva to lead and coordinate the public
administration’s development work on secure electronic exchange of
information and secure handling of electronic documents. The commission
has subsequently been defined more precisely to also include alternative
suggestions for dealing with electronic identities (eIDs) in the long-term.
The commission entails Verva developing a basis for a forthcoming general
decision by the Government.
This document is a summary of Vervas proposals concerning eID
Management.
Vervas proposals
Verva proposes that the Government guarantees that there is a regulated
system for eIDs that provides support for both qualified and advanced
electronic signatures, by virtue of the fact that:
- the terms Swedish eID and Swedish official eID are introduced and
defined in a suitable statutory manner in order to be given an
adequate legal basis so that they can be respected within Sweden
and in relation with other countries,
- a certification system is formulated for the proposed eIDs,
- it must be possible to use the National ID-card as a bearer of
Swedish eID, and also that
Verva proposes that a coordination function is established in the form of an
authority. The coordination function’s task will be laid down in law and it
will have its own regulatory powers within the area. The coordination function will supply technical services to affiliated authorities and manage relations with issuers in a way that is coherent for both the administration and the users.
